| Tier | Owns | Earns |
|---|---|---|
| Hobo | Nothing, sleeps at Lenny’s motel | Saves for a plot |
| Settlement Resident | A rented plot, base, businesses | Business income, shipments, black-market discounts |
| Settlement Owner | A whole settlement | Rent and taxes from residents |
| District Owner | A district, via a clan | A cut of settlement taxes |
| Shadow Governor | The central Highlands district, one per world | Best laundering rates and tax from every clan |
Who pays whom
- Residents → settlement owner (rent plus tax on laundering and black market).
- Settlement owners → the district’s clan.
- Every clan → the Shadow Governor’s clan.
The map
- Districts have a level that decides goods and features.
- Settlements are player-owned; you can only rent a plot in an already owned settlement.
- Plots host your base; they unlock shipments, the sales center and discounts.
- A settlement owner places a base for free and nobody can take the settlement before the wipe. A district clan’s laundering-speed bonus grows with district level.
- Special structures nearby give defense, business bonuses and discounts. Each district’s central hub pays more for loot than the city does, but it’s dangerous.
Kefir has not published tax percentages or laundering multipliers.
